The Foster Carer Approval Process: A Step-by-Step Guide

If you’re thinking about becoming a foster carer, one of the first things you’ll want to understand is what the approval process involves. It can feel daunting from the outside, but with the right support it is a manageable and genuinely rewarding journey. Here’s a clear, step-by-step guide to what you can expect.
How Long Does the Fostering Approval Process Take?
The fostering approval process typically takes between 6 and 12 months from your first enquiry to receiving your approval decision. The exact timeline depends on a number of factors, including how quickly checks can be completed and the availability of your Assessing Social Worker. Stage 1: Initial Enquiry
Your journey begins with an initial enquiry i.e a phone call, online form or visit to one of our information events. This is an informal, no-obligation conversation where we find out a bit about you and answer your initial questions. There is no pressure at this stage.
Stage 2: Initial Home Visit
If you decide to proceed, a member of our team will visit you at home. This gives us the chance to meet you in person, see your home environment, and talk through the fostering process in more detail. It also gives you the opportunity to ask questions and get a realistic picture of what fostering involves.
Stage 3: Application and Statutory Checks
Once you’ve decided to apply, you’ll complete a formal application form. We then begin a series of statutory checks, including:
Enhanced DBS (Disclosure and Barring Service) checks for all adults in the household
Local authority checks with all local authorities where you have lived
Medical health check with your GP
Personal references from people who know you well
Employer references if applicable
Stage 4: Skills to Foster Preparation Course
All prospective foster carers are required to attend the nationally recognised Skills to Foster course. This is typically a three-day programme delivered in person. It covers the realities of fostering, the needs of children in care, how to manage challenging behaviour, and what the team around the child looks like. It is an invaluable preparation tool.
Stage 5: The Form F Assessment
The Form F is the formal assessment document completed by your Assessing Social Worker. It is an in-depth exploration of your life history, your motivations for fostering, your parenting skills, your relationships, your home environment and your ability to meet the needs of children in care. It typically involves several home visits and in-depth interviews with you and your partner (if applicable).
The assessment also explores your support network, any previous significant life experiences, and how you manage stress and challenge. It is thorough by design — the goal is to ensure every child is placed with someone truly prepared for the role.
Stage 6: Fostering Panel
Once your Form F assessment is complete, it is presented to a fostering panel, an independent group of professionals including experienced foster carers, social care professionals, medical advisers and others. You will be invited to attend the panel to meet the members and answer any questions they may have.
The panel makes a recommendation based on your assessment. This recommendation is then considered by the Agency Decision Maker, who makes the final approval decision.

Stage 7: Approval and First Placement
Once approved, you’ll be matched with a Supervising Social Worker who will support you throughout your fostering career. When a placement opportunity arises that matches your approved profile and household, you will be approached and given the opportunity to find out more about the child before deciding whether to proceed.
Can I Withdraw During the Process?
Yes, absolutely. You are free to withdraw your application at any stage of the process without any obligation. Equally, if concerns arise during the assessment, these will be discussed openly with you before any final decision is made.
